Is the natural desire of man to be a powerless dependent of the social welfare state enslaved by bureaucrats?

Some men and women are perfectly happy to be "enslaved" so long as they are being taken care of and then others natural desire is to be the ultimate power, this is why you have a constant power struggle between the have's and the have not's with those in the middle being the abused segment of society.
