Can H4 visa holders apply for preliminary teaching credential in California?

Spouse and unmarried children( below 21 years of age ) of H-1, H-2 or H-3 visa holders who wish to visit the principal visa holder in the U.S. A person on an H4 status is not allowed to work unless and until the person gets a Change of Status from the INS from H4 to any work related visa (eg: H1B) status.
