Why is gunners mate undermaned in the navy?

It's a hard position to fill from what I'm hearing. You need normal color vision, normal hearing, ASVAB Score of 204, meet secret security clearance standards, and then it seems like just a mechanic/maintenance man type of gig, so probably not the most fun either.
