In the Sims 3 how to become a celebrity ?

I'm playing in Sunset Valley and there are no celebrities. I added bars and dance places and the Prosper Room thing but there is never any celebrities there. I also tried becoming friends with a lot of people and that didn't work either. I always see "paparazzi" but there is never any celebrities.
