Baby oil /lotion for winter season - dry skin?

hi everyone. my baby boy (1+1/2 years old) is having his skin dried-out due to winter, especially in his face. temperatures just go about 0-3 degrees, and he is just not coping. he is using a Bennetts fragrance-free aqueous cream after bath, and a Johnson baby oil mixed with water when he baths. but its not working out. could you please give an advice? thank you
